The theory sounds OK to me, but I'm always kind of nervous about messing with oil flow. I bet you'd get a few horses out of it.
In terms of autocross and racing, most classes (in SCCA) do not allow something like this. Only the higher, very mod intensive, very expensive classes where you could also knife-edge the crank itself.

Well I wouldn't be doing it for HP increase, I'd be doing it for a sort of insurance.
I don't think the rules up here in Canada go that far into detail. Besides, they don't care what class you're in or supposed to be in until you start winning.My ClubProtege.com Feedback Thread

I've never heard of any issues with BP motors dying because of it. Especially on any sort of small time thing like our cars. Sure an E Production Miata might have issues, but not us running around cones or doing track days."Never run out of real estate, traction & ideas at the same time"
