Fuel Pressure Gauge Question

I purchased a VDO universal fuel pressure gauge. I installed it between the metal inlet line on the top part of the fuel rail and the regulator itself. The problem is, when the car is running it only reads 2psi of pressure. I was wondering if anyone could help me out with this.
