Need help with turbo problem asap

So about a year ago I found a turbo from a 626gt the vj11 at a junk yard. No shaft play whatsoever and looked to be in great condition. I bought it as a spare. So FF to today/last sat, my vj11 on the car started spitting oil and smoking so I decided it was time to change it for the spare that I had sitting. I put it on and for some reason, the wastegate is not regulating the boost pressure. I can't figure it out. I took it back off today to change it with the one that came off of my turbo and the same thing. It is going to 20psi like nothing. I have no boost controller and no t-fitting to bleed it. The actuator I put on was regulating at 10psi and it moves freely. Someone please let me know if you have had the same problem. I really want to drive my 323 without blowing it up again.

double check the vac line that actuates the actuator is hooked up and correctly... I dont have a running b6t anymore but it should hit somewhere on the TB.

I changed the vac line. its a vj11 so I can run the wastegate off of the turbo or from the intake. I tried both and still the same thing.

Oh... is the actuator arm hitting something not allowing it to open?

If I'm not mistaken the vj11 is from the 2.2 .If thats the turbo then FOR SURE you have to mod the actuator.I did one yrs ago and I know I had to cut actuator rod & either lengthen or shorten it(sorry long time).I may have reclocked it(unbolted&rebolted elsewhere)also. You should have caught this though, its fairly obvious that its not just a bolt on.
