Block Gaurd ???? wtf

I have been searching on the net and trying to find out what the heck this Block Gaurd is supposed to do ...

Does anyone know for sure what it does?
What is it supposed to protect?
and
Why do so many Honda's need this item?

Looks like it's to seal the coolant passages for whatever reason.

It "prevents catastrophic engine failure," but exactly how is a mystery, since their tech page is "not quite finished."
Looks like a reinforcement for the head gasket.
