My rotors get rusty after it rains if the car sits all day, the rust goes away after I drive it. As long as the rust hasn't started eating away at the metal I think you should be fine. You should probly go ahead and try to remove the rust with some sand paper or possibly just some brake cleaner.
Im not sure about a visual inspection, but the Haynes manual describes the process for checking the operation of the calipers. You need compressed air though. I would make sure they operate properly before installing them.
