New OBD testing in Ontario Jan1/2013

well .. looks like ive dodged a bullet
"Effective January 1, 2013, a light vehicle must be compliant with OBD test standards."
in respect to emission testing in Ontario

"1. An inaccessible, missing or damaged DLC, or presence of an OBD pass-through device
will result in the vehicle being rejected from the OBD test until the DLC is in such a
condition that it is able to allow the OBD test.
    2. A deviation on the vehicle’s electronic signature from the expected values will result in
the vehicle being rejected from the OBD test until the deviation in the vehicle’s
electronic signature is resolved in such a way that the OBD test can be completed
    successfully"

basically obdII is going to be accessed and used to determine whether the car is ready to pass or fail the testing and if modified in any way will result in a no-test situation.

my newest purchase happens to be a 96 escort wagon which was bp swapped by a P/O and may have been obdII prior to the swap ...

    now the good news .

it only applies to '98 and newer obdII cars . prior to 98 the cars will get a 2 speed idle test

posting this for anyone else in the same situation

This ****s my P5, which is why I haven't tried too hard to fix it. I heard about this just after I finished the original P5 KLZE swap. I knew it didn't meet the full emissions criteria initially, but I could pass the 2 speed test no problem.

What I've heard is that as long as the swapped engine's electronics are still up to standards, the car will pass

So in the case of Durwoods KJ P5, since all the KJ's emission components are in place and working along with the matching DLC to the ECU, it should still be able to be tested and be able to pass under the hotrod category.... Similar to that of the OBD1 engine swaps

                1988 323 Station Wagon - KLG4 swapped
                1988 323 GT - B6T Powered
2008 Ford Escape - Rollover Survivor

1990 Festiva - First Ever Completed KLZE swap (SOLD)

If no one from the future stops you from doing it, how bad of a decision can it really be?

correct as long as it is newer that the car's year.

cant fit an older model's motor and electronics in a newer car

unless you can prove the swap was done pre-99 .. which is kinda goofy

I'm kinda hesitant to believe things will work out. I also don't think Viper will pass with the MP3 ECU. It does say that your vehicle will be measured against the stored electronic signature, and it must match. I know I'm a little paranoid about it all, but it does seem as they are coming down HARD on modifications. Time will tell. I read the whole emissions thing, it makes no mention of any hot rod status, or electronic signature exceptions for vehicles newer than 1999.

Hmm interesting... I never looked too deep into it all back when I started the KJ swap since I figured my backup plan could be that I'd change my address to my parents (up near Timmins where there's no etests) just to get a sticker and switch it back

I actually had the impression that emissions would get easier with these new changes

There is a lot of speculation about the electronic signature thing.. It may just have to meet the signature of the car the engine came with, it may be nothing at all. I'm sitting tight until I find out for sure. If it's as bad as I believe it could be, expect a full part put thread.

I honestly don't think Ontario will get as bad as California for engine swapped cars, of course time will tell though

Actually i would be more inclined to think they would but without any form of referee system in place
