                              Yes, they were sold in the EU as a dealer option. They are very rare today and hard to come by. GTR bumper would be way easier to source.
                              If you want one, I'd suggest looking mainly in germany and austria, maybe switzerland as well.

                              As for your conversion plans, I am really interested to see how this will turn out.
                              You could look into doing an exhintake camshaft conversion since it's cheap and you can use another MX3 or Xedos camshaft. Be aware that you cannot use MX5 B6 exhaust cams since the MX5 has the drive for the dizzy/CAS on the intake cam instead of the exhaust cam.
