Weird problem with my brake lights

When I push the brake pedal on my new black 323 only the bulbs that are from the inner side of the tail lights light up. Normally it should light up all four lamps. Checked the lamps, these are the correct with the correct double polarity. When I remove the outer lamps there is no check lamp in the dash, but when I remove the inner there is.
I am starting to think that the check lamp relay has a problem

We only have two lights over here. One brake/tail combo per side, so I don't know......
