running 40psi isnt a walk in the park the stresses of doing that will be so massive the block wall will just get glowingly red hot, however metal expands when heated so sleeving creates a "safeguard" as you may say against the engine self imploding, also the lighter the bottom end is the higher the car can rev being 1700cc you save some weight,
