What the hell is the pulley directly below the power steering pump? Whatever it is it doesn't spin, can anyone point me to where I can find a replacement for dirt cheap? I desperately need it to pass inspection so I can drive it again.

That's your a/c pulley. The bearing for the pulley might have gone bad. That's what happened to mine. I don't think it's important for an inspection. I'd say until you get a replacement pulley, get a belt for your car/engine without a/c. The belt will go around just the crank and power steering.

Got any ideas on one that would fit that? I know I'm asking for a lot done but I just don't know this car at all and my time with this car has not been enjoyable.
Forgot to mention, I failed inspection without that belt. Didn't realize it was a pulley that locked up before, but the belt came off, saw it was nothing vital, kept on cruising, go for inspection, they fail me for it. FUUUUUUU!

take a piece of string and wrap it around the pulleys w/o the a/c...so your power steering and the other one...measure the length of your string...go to any autoparts store and ask for the belt to a specific length or close enough...then throw it on and tighten it down using your power steering pulley
