On Sister in law's 1998 with 1.5 and 5 speed manual, to pass emissions here in Austin, the PCM has to present that some monitors (a logical ready condition calculated or declared by the PCM) are ready.
The car really runs well, no CEL, no codes, but emissions will not pass because the car does not have sufficient ready monitors. Also here in TX the car has to pass emissions to be registered, and the registration is now expired.
My presumption is that mileage is necessary to allow PCM to be able to generate ready monitors.
The battery is good, the battery has not been disconnected for several hundred miles, over the period of a month.
Has anyone else had this difficulty of getting sufficient ready monitors?
