I think it's an air intake (inlet, whatever...) for the brakes - for cooling purposes.
or an inlet for the cold air intake?

Right... It use for my cold air intake.It use the honda civic bumper kit. So can use for 95~98 Protege.

Yes..
If your wheel is 15" ,It can use 6 pot caliper + 292mm Brake Disc .
If your wheel is 16" ~ . It can use 6 pot caliper + 310 mm Brake Disc.
But must modify the cleat.

The 95~98 Protege's chassis is the same.
