Only getting clicking from horn button

My daughter bought a '98 Protege and took it in to for safety and emissions. They failed it because the horn isn't working. From what I have been able to gather, the horn should be located on the front passenger's side between the bumper and radiator. When I checked, the horn has been removed. The bracket is still there but no horn and the wiring has been removed. None of the relays in the fuse block or fuse panel are labeled for the horn. I'm at a loss. I need to get a horn installed but I have no idea where to run the wiring. Any help would be appreciated.

There's no record of it being in a front end collision.

Do you need it to be activated by the steering wheel? Just buy a generic one from autozone or pep boys and wire it up to a dash mounted button for simplicity. Or start digging through wiring manuals and do it the right way. There has to be wires stemming from the steering wheel for the horn.
