99 Protege 1.6L stalls when first started

Hey all, my wife inherited a 99 Protege from her stepdad, it has 104k on it, check engine light was on when we got it and had a lack of power, had it read at autozone, P0106, seems a common cause is the fresh air intake hose which had some rubber tape wrapped around it, probably to fix a leak, so I replaced it with a new one. Also gave it an oil change, new plugs, wires, and pcv valve. The power seems to have come back since the repairs, but when it's started when cold, it'll stall after about 5 or 6 seconds. Starts right up again when the key is turned, and doesn't do it once it warms up, any ideas?

possible Idle air control valve sticks until its warmed up?
The T3 BP MX-3 conversion has begun, and is taking forever & will kill me.

Could be, I may try cleaning it. It's $300 so it's not something I'm gonna buy unles I'm 100% certain it's bad.

its really not recommended that you clean an IAC valve because of its internal lubrication. try to get one from a junkyard.
