im not questioning his ability, hes been a welder for 15 years with cert's behind him im not worried about it...lol.... im pretty sure he knows what hes doing...lol... and ya i think the price is with the flange too but ill have to ask him again.... im almost positive its with all parts tho, i cant see him making people round up thier own parts...lol...

If he was closer i'd be talking to you about a custom intake manifold for my Escort...
But yes, you can get a good weld on cast. It's not the easiest thing in the world, but it can be done. My car is proof of that.
Note that it IS harder to get good penetration on a manifold that's been heat cycled a million times.
