The water was leaking through this seal and working it's way down. Bad news is, to fix this properly you Have to remove the dash. I had to remove my dash to replace the heater core, so that's what I did. The easiest way would be to take some right stuff RTV aka (easy cheese) and spray it up underneath there around that fresh air inlet, hopefully this solves your problem. Good Luck.
    That was the problem I had a long time ago. I ended up using foam weather stripping to replace the old seals.

    Each time I have had to remove the dash since that time, I have always re-checked the seals.
